With sixteen years as a superintendent and former teacher, principal, and county office leader (California’s equivalent of an ROE), Dr. Rouse brings deep leadership experience. She has managed compliance reviews, health-life-safety processes, and alternative education programs—translating complex state rules into practical, workable local solutions that strengthen schools and students.
