Her approach balances care and consistency—creating schools where safety, creativity, and healing work together to help all students learn and thrive.

With sixteen years as a superintendent and former teacher, principal, and county office leader (California’s equivalent of an ROE), Dr. Rouse brings deep leadership experience. She has managed compliance reviews, health-life-safety processes, and alternative education programs—translating complex state rules into practical, workable local solutions that strengthen schools and students.

The ROE exists to serve districts—and Dr. Rouse leads with that mission every day. She listens carefully, identifies real needs, and delivers timely, effective solutions. With a decade of experience supporting Illinois districts, she understands how to cut red tape, build trust, and make county-level systems work better for educators and the students they serve together.
